“So what does this research mean? Given that independent charter schools give taxpayers the best return on investment, policy-makers should consider ways to expand the opportunities for children to attend these schools. This could happen by expanding the number of charter school authorizers in Milwaukee (and statewide) as well as increasing the purview of existing charter schools.”
