Last week, WILL filed an open records complaint in Jefferson County Circuit Court against the Board of Regents of the University of Wisconsin System. WILL’s client, the National Council for Teacher Quality, had filed open records requests against the 12 UW schools of education, seeking documents regarding how the schools taught students to be teachers, including course syllabi, handbooks, and evaluation forms. The schools partially granted those requests, but uniformly refused to provide any syllabi, claiming that those documents were copyrighted and were therefore not public records.
