Rick Esenberg, president of the conservative Wisconsin Institute for Law & Liberty, said the state Supreme Court decision makes clear candidates and issue groups can coordinate their activity. The legislation would help match state law with that ruling, though he said he would like it to include tighter definitions so everyone would know what activities are allowed.
“When you’re talking about applying a law in a way that essentially criminalizes speech activity, you have to have very clear definitions and our law didn’t have that,” he said.
